My investigation concerning your letter dated December 16, 1996 has been concluded.
Based on the information I have received, it has been determined that Inspector Allan Lancaster acted within his authority when he requested that the management verify that the alarm system located in the Crew Club, 1300 block of 14th Street, N.W. was operational.
It has also been determined that Inspector Lancaster could have used better judgement by informing the management and customers what was taking place and why. Inspector Lancaster has been counseled on using better judgement when performing his official duties.
