You have earned an outstanding reputation not only for exemplary professionalism but also for sensitivity to all population segments of our multi-faceted city.

Your talents, commitment, and patience will be heavily taxed in the trying days before us, but we feel confident that you will pass through these troubles with honors.

In light of the severe strains that recently have been levied on relations between the Department and the District's lesbian and gay population — most pointedly by the nature of the events that led to Chief Soulsby's resignation — we believe that a meeting in the very near future between you and the leaders of our community would be appropriate and useful.
