Dear Senator Faircloth:

I have been requested by Councilmember-at-Large David Catania, Council of the District of Columbia, to provide a letter in support of funding for a District of Columbia Office of Citizen Complaint Review. As I understand at this time, although the legislation to create the office was approved July 7, 1998, on first reading, there is no funding in the District of Columbia's Fiscal Year 1999 budget to support the creation and staffing of the office. Even if the proposed legislation is enacted into law and passes Congressional review this year, the proposed office would be unable to operate in the absence of a Fiscal Year 1999 appropriation.

I am entirely supportive of the concept of citizen complaint review and urge that the subcommittee include the $1.2 million appropriation approved by the House Appropriations Subcommittee on the District of Columbia in the Senate version of the District of Columbia's FY1999 budget. Your consideration of this matter is greatly appreciated. Please do not hesitate to contact me if I may be of assistance on any matters of concern.
