Dear Mr. Brazil:

I regret I will be unable to appear in person to testify at your committee’s hearings today on Bill 13-42, the “Metropolitan Police Department Management Reform Act of 1999.”

However, the concerns we have about this bill are the same as those expressed by our then-President, Rick Rosendall, and Franklin Kameny when they testified before this committee on behalf of the Gay and Lesbian Activists Alliance last November 20 on Bill 12-816. Bills 12-816 and 13-42 appear identical on the sections that would adversely affect the gay and lesbian community.

Accordingly, I am asking that the enclosed copy of their November 1998 testimony be made a part of the official record for today’s hearing.
